生成 PV-Instruct 小样
选择 shape 与预算，PV-Atlas 用 KG seed grounding 在线生成一批指令-响应对。
在线生成入口即将上线（v2026-07）
每条 PV-Instruct 生成需要 KG seed 检索 + LLM 生成 + 独立 judge，平均 30–60 秒，
需要后端任务队列。当前后端 /api/v1/llm/chat 已可用，
但 /api/v1/atlas/instruct/generate 还在打通。
